Step by step scheme and terms of obtaining of a Work permit on the basis of Permit for foreign labor engagement (for foreign citizens from visa countries).

Shall be submitted until October during a calendar year for the following year. The quota shall be confirmed within 2 months.
The application shall include substantiation of engagement, place of residence of potential employees (address) and obligation to execute voluntary health insurance. |
3) | Information about the need.
Vacant positions in the databases shall stay there for at least 1 month prior to submission of the documents to UFMS (Directorate of the Federal Migration Service) for obtaining of a permit for foreign labor (FL) engagement, a document confirming the employer’s right to engage foreign employees in the Russian Federation. |
30 calendar days | Population Employment Agency of St. Petersburg | 1 month prior to submission of the documents for engagement of the FL to apply with the Application form and information about the need for employees to open positions (data may be submitted throughout the year). If the vacant position is not claimed by the citizens of the Russian Federation, the relevant stamp shall be put on the form that the Employment Agency has no objections to the admission of the FL. |
4) | Permit for FL engagement | 30 calendar days | UFMS (Directorate of the Federal Migration Service) | After receiving a permit for FL engagement, the employer may apply for obtaining of a work permit and an invitation to enter the Russian Federation for a foreign citizen with the employment-related purpose of the trip. |

Documents for submission: – employment agreement; – medical report and certificate of absence of HIV (3 months period of validity). – certificate of knowledge of Russian language; – original passport; (3 sets from one person, inscribed in the registration card). |

6) | Invitation “hired labor”.
The invitation shall indicate the country and city of obtaining. Upon renewal of a multiple-entry visa (Work Permit) the Invitation is not required. |

UFMS | Before submitting the documents for obtaining of the invitation, it is necessary to register a legal entity with UFMS (Directorate of the Federal Migration Service) for the city of St. Petersburg and Leningrad region and obtain a Registration card. |
7) | Single-entry working visa | UFMS | Foreign citizen enters the Russian Federation to engage in labor activities. Such citizen shall be issued an ordinary working visa for a period of 90 days suitable for further renewal by way of issuing a multiple-entry visa for a term of validity of signed employment or civil agreement for work performance (services rendering), but not more than 1 year for each subsequent visa. | |

Clauses 3, 4, 7 – expiry term with one date. We apply for obtaining of such documents not less than 3 months before expiration of the term.
If the foreign employee stays on the territory of the Russian Federation under the working visa, carries out labor activity under the employment agreement, the employer may renew the employment agreement, working visa and migration registration subject to timely obtaining of all permitting documents (permit for engagement and deployment of foreign employees, work permit).

Each company, planning to apply to the Population Employment Agency of St. Petersburg for a Permit for LF engagement, shall submit the data on availability of vacant positions on a monthly basis by the 5th day.
